Contractor Job Title: State Loan Repayment Manager
Purpose of Position/Summary:
• Located in the Division of Chronic Disease, Primary Care, and Rural Health, the State Loan Repayment Program (SLRP) position manages a program funded by the Health Resources and Services Administration (HRSA) that provides student loan repayment to health professionals to encourage the full-time delivery of primary care, mental, and dental healthcare services at practices located in federally designated health professional shortage areas (HPSAs) in Indiana. HPSAs are geographic areas, population groups, or healthcare facilities that have been designated by the Health Resources and Services Administration (HRSA) as having a shortage of health professionals.
• This position will manage the Indiana State Loan Repayment Program (SLRP) and will work closely with the Office of Primary Care (PCO) Manager.
Essential Duties/Responsibilities:
• Implement federal and state policies and procedures for the SLRP and recommend changes as needed.
• Apply for SLRP grant annually per federal guidelines using established state procedures.
• Work with the Division of Finance to create SLRP subcontracts, grants, and accounting reports.
• Create all federally required SLRP reports and state mandated SLRP reports.
• Attend meetings with the SLRP federal program and grants officers.
• Create or maintain program application guidelines.
• Create, maintain, and update web content for the program.
• Establish and/or maintain data collection from SLRP recipients.
• Attend in and out-of-state meetings/site visits for state and federal program monitoring and updating purposes.
• Assist in establishing the SLRP Advisory Committee if needed.
• Work in concert with contractors, other division staff and IDOH divisions to disseminate, evaluate and report on SLRP programming.
• Convene conference calls with stakeholders to offer technical assistance for SLRP recipients.
• Attend all scheduled state and third party employer training events and learning sessions.
• Support Indiana Primary Care Collaboratives for grantees that address workforce needs.
• Research and report on initiatives in health workforce being conducted in other states.
• Liaise with Community Health Centers and Rural Health Clinics, and primary care organizational partners such as the Indiana Primary Health Care Association (IPHCA), Indiana Rural Health Association (IRHA) and the Indiana Academy of Family Physicians (IAFP).
• Assists the PCO Manager with health professional shortage area designations (HPSA), medically underserved (MUA/P) designations, National Health Service Corps (NHSC), J-1Visa Waiver, and any other processes and activities as needed.
• Coordinate efforts with Division epidemiologists and data analysts to link databases to support clinical practices to track indicator measures and quality improvement activities.
Pay: This role offers a competitive wage of $60,228.00
Job Requirements:
Desired: A degree or 3 years’ experience in health information management, public health, data and information science, or related with an emphasis on information management. Excellent verbal, written and multi-media communication skills; Excellent listening and problem-solving skills; Strong project management skills; Strong group facilitation skills and change management skills; Ability to work effectively in interdisciplinary, multi-site teams; Ability to work effectively independently; Computer skills and knowledge of clinical information systems; Self-motivated and enthusiastic; Valid driver’s license and willingness to travel. Some work outside of regular work hours will be required including overnight stays on occasion.
